Our Commitment
The City of Livingston is committed to ensuring digital accessibility for people with disabilities. We are continually improving the user experience for everyone and applying the relevant accessibility standards.
Conformance
The Web Content Accessibility Guidelines (WCAG) define requirements for designers and developers to improve accessibility for people with disabilities. WCAG defines three levels of conformance: Level A, Level AA, and Level AAA. This website's goal is conformance with WCAG 2.1 Level AA. These guidelines explain how to make web content more accessible to people with a wide array of disabilities including visual, auditory, physical, speech, cognitive, language, learning, and neurological disabilities.
We measure our progress against this target with manual screen-reader and keyboard testing together with automated accessibility and color-contrast scanning. You can review the details in our Accessibility Conformance Report (VPAT). This is a good-faith self-assessment and not a legal certification or guarantee of compliance.
On-Page Accessibility Tools
Every page of this website includes a built-in accessibility toolkit. Look for the accessibility button (a person icon) in the lower-left corner of your screen, or press Tab after the page loads to reach it with your keyboard. Opening it reveals tools you can turn on or off at any time, including:
- Increase or decrease text size
- Switch to a dyslexia-friendly font
- Add extra letter and line spacing
- Highlight all links
- A reading ruler and a reading mask to help you track lines
- High-contrast and inverted color modes
- Color-blind filters (protanopia, deuteranopia, tritanopia)
- A larger mouse cursor
- Pause non-essential animations
- Read-aloud: click any text to have it read to you
Your choices are remembered in your browser and stay applied as you move between pages. Use Reset all settings in the toolkit to return everything to its default at any time.
Accessible Documents
Official documents such as meeting agendas and minutes are often posted as PDF files, which can be difficult to use with assistive technology. To address this, the City automatically generates an accessible HTML version of each posted PDF. Wherever a document is available, you will find an “Accessible version” link next to it (for example, on the Council & Commission Meetings page).
The accessible reader lets you:
- Read the full document as structured, screen-reader-friendly text
- Print a clean, printer-ready version of the accessible text
- Jump to any section using an automatic document outline
- Translate the document into several languages
- Ask a question and get an answer drawn from the document
- Request the document in an alternative format (large print, audio, or Braille)
- Download the original PDF at any time
These accessible versions are produced automatically and are intended as a convenience. The original document remains the official record. If you find an error or need a document in another format, please contact the City Clerk using the details below.
Audio and Video
The most common time-based media on this site is recordings of City Council and commission meetings. To make these recordings accessible:
- Recordings are hosted on platforms that support captions (such as YouTube), and staff enable captions when posting a recording.
- Every recording is published with a text transcript shown next to it on the Meetings page. The website does not allow a recording to be posted without a transcript, so the transcript is always available up front. When the transcript is a PDF, an “Accessible version” (screen-reader-friendly HTML) is generated automatically alongside it.
If you need a transcript, captions, or another accessible format for any recording, please contact the City Clerk using the details in the Feedback section below.
