The City of Livingston provides monthly billing to approximately 4,000 customers for water, sewer, and garbage services.

Livingston supplies drinking water to residential, commercial, industrial, and institutional customers inside the city limits. The municipal system draws groundwater from wells located throughout the City (groundwater is the City's sole supply) and serves in-home use, outdoor watering, businesses, and fire suppression. The City also collects wastewater from homes and businesses, conveys it to the treatment plant, and treats it to meet all State standards.

Garbage service is provided by Gilton Solid Waste under contract with the City.

Pay Your Utility Bill

The City's online payment provider is Xpress Bill Pay. Creating an account gives you full bill presentation, paperless billing, billing history, auto pay, stored payment info, and email notifications. If you previously had auto pay or paperless billing, you will need to re-establish them in your Xpress Bill Pay account. Questions? Reach Xpress Bill Pay at support@xpressbillpay.com or 385-218-0343.

Bills are due on the 25th of each month and are delinquent after the due date (if the due date falls on a weekend or City holiday, charges become delinquent at close of business the next business day). Mailed payments must be postmarked by the due date. A 5% penalty is added to accounts not paid by the due date.

Start, Stop, or Transfer Service

Prefer paper? You can also start or stop utility service in person at Livingston City Hall (1416 C Street), by fax at (209) 394-4190, or by email at utilities@livingstoncity.com.

When starting service, a credit check ($5 processing fee) or a service deposit of three times the monthly charge is due at activation; commercial accounts may require a higher deposit. The deposit is refundable after one year of satisfactory account activity, or upon termination, when it is applied to the closing bill and any remaining credit refunded.

To start service you'll need: a signed Utility Service Application (residential or business), an optional completed Credit Check Application, a valid photo ID (driver's license, passport, state or military ID), and proof of ownership or a signed rental/lease agreement.

Service can be stopped the same day or on a future date by the account holder. Fill out the Stop/Transfer Application to begin. Water and wastewater service can be stopped Monday through Thursday during business hours (not on Fridays). A valid ID is verified and a forwarding address is required. If you move out, it is your responsibility to tell the City to stop service; monthly charges continue until the account is closed.
