Special assessments (taxes) give benefitting property owners a way to pay for enhanced landscaping and related improvements, maintenance, and services beyond those the City generally provides. Most maintenance districts are formed when a development is built.

The engineer reports contain detailed information about each special district the City levies to fund infrastructure and services for parcels within the district, including the district type (bonded or non-bonded), how long the assessment or tax lasts, the average range of current-year amounts, how it escalates over time, and what infrastructure or services it covers. Each district's heading includes the tax code number that matches the line item on a sample tax bill.

Only the Merced County Assessor's office can adjust the general assessment amount on any parcel (a Proposition 13 mandate).
